Cameron urges Brits to return to London after Olympic lull

British Prime Minister David Cameron urged Britons on Thursday to "come back into the capital" after they deserted central London over fears it would be swamped by Olympic tourists.

Londoners were advised to keep out of central London during the Games to ease pressure on the transport system, but with parts of the capital resembling a ghost town, the premier has declared the centre "open for business".

"People said also that London wouldn't cope, the traffic would grind to a halt, the capital city wouldn't manage, that hasn't been the case either. I think the authorities have done a good job," he told British broadcaster Sky News.

"Clearly there is a challenge now, though, to say to Londoners, to the British public who've helped us, as it were, defeat the threat of meltdown on the traffic system, to say to them now actually there is a case, London's working well," he added.

"It's open for business, come back into the capital, come and shop, come and eat in London's restaurants and let's make sure that all of London's economy benefits from it."

The capital's public transport authority said last month they were expecting 15 million journeys to be made on each of the busiest days of the Games compared with 12 million normally.

London commuters have suffered a few traffic disruptions over the last couple weeks, including delays as reserved road lanes came into force, but fears of mass traffic chaos have so far largely failed to materialise.

FORT CALHOUN: LOSS OF ENS, HPN, PMC, AND RSC PHONE ...

At 0327 CDT, a call was received from the NRC Operations Center for Emergency Notification System (ENS) phone status check on the commercial phone line. The ENS phone system had no incoming rings, nor a dial-tone. The NRC Headquarters Operations Officer (HOO) was to submit a trouble ticket.

At 0949 CDT, Emergency Planning personnel were working with Verizon Communications to determine the cause of the loss of the ENS phone. Verizon had isolated the problem to the American Broadband network and was working to resolve the problem.

At 1010 CDT, Emergency Planning personnel identified that the Health Physics Network (HPN) line, the Protective Measures Counterpart [PMC] and Reactor Safety Counterpart [RSC] lines with the NRC had also been lost. The Conference Operations Network (COP) and all other commercial phone lines were functional and remained available. All areas were reachable by commercial phone lines.

At 1022 CDT, the FCS Control Room was informed by Emergency Planning personnel of the communication means that were lost. The Emergency Plan per EPIP-OSC-1 was reviewed and verified no initiating conditions applied.

At 1034 CDT, Emergency Planning personnel verified the communications problem with ENS, HPN, the Protective Measures Counterpart and Reactor Safety Counterpart lines was limited to the Fort Calhoun site. The Emergency Operations Facility (EOF) was not affected.

At 1054 CDT, the ENS phone was restored to the FCS Control Room. This was verified by FCS placing a call to the NRC Operations Center. The NRC Operations Center then returned the call. All communications were satisfactorily restored.

At 1132 CDT, the Protective Measures Counterpart line was restored.

At 1142 CDT, the HPN and Reactor Safety Counterpart lines were restored.

This is being reported per 10CFR50.72(b)(3)(xiii) for 'Any event that results in a major loss of emergency assessment capability, off site response capability, or communications capability.

Instability in prices of agricultural products is restraining financial institutions from extending credit to farmers, thus lowering production, according to Rwanda Development Bank (BRD).

Jos?phine Umurerwa, Head of Agriculture Projects Unit at BRD, says that changing prices on the local market sometimes result into low gains for farmers, which is why agriculture is perceived by financial institutions as a highly risky area for financing.

?Price changes affect production especially for crops that are consumed in the country,? she told Business Times in an exclusive interview on Wednesday.

Central bank statistics show that commercial banks? outstanding credit to agriculture was Rwf9.1 billion in the first three months of this year against Rwf25.5 billion for manufacturing, Rwf47.6 billion for the mortgage industry and Rwf88.8b commercial & hotels.

Agriculture remains the biggest employer of Rwanda?s workforce.

Umurerwa noted that other challenges such as climate change, and lack of improved seeds lower production, making it harder for financial institutions to extend credit to farmers.

Farmers say that low production is due to low prices, which are usually determined by middlemen.

?They (middlemen) set prices according to their wish and usually these prices do not even cover our input costs,? said Nzeyimana Fregence, a coffee farmer.

He notes that farmers who are under cooperatives and have their processing units are better off since they have a collective voice in terms of pricing.

Tilaye Nigussie, the Country Director of Concern ? Rwanda believes that encouraging farmers to have direct access to markets would strengthen value chain and curtail current challenges.

?There is need to consult farmers and come up with better approaches, the (farmers) know what they want,? he noted. He further noted that enhancing farmer resources capacity and training on new technologies would increase production.

?Farmers have to value production than thinking about what they are supposed to eat so that they can have enough to take to markets.?

Patrick Birasa, Program Advisor at Terrafina Microfinance said that current efforts to support financial institutions to extend credit to farmers will increase access to finance in the agricultural sector.

?We are trying to help farmers to have their harvests as collaterals and extend support to Microfinance Institutions to be flexible in lending to these farmers,? he said

Such interventions have changed the way commercial banks lend to agricultural sector with new policies that are likely to increase credit going to the sector.

?We are not only giving them loans but we provide technical support to improve and increase their production,? Umurerwa said
